Almost everyone's got a car in Brunei. All money spent on car payments which is probably why that car is there.. can't afford an umbrella.

The idiot has done 2 things wrong. Obviously the first one is that you can't park there. Second, look at the arrow on the road. The car is facing the opposite direction!! Who cares right? We pay road tax.. we can do whatever we want.
